THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This position is that of a Ship Superintendent in the U.S. Coast Guard (USCG) Project Office, Supervisor of Shipbuilding (SUPSHIP), Conversion and Repair, Gulf Coast (GC). This position is located in the Production Division at a contractor's facility at the USCG Project Resident Office (PRO) GC for the USCG Maritime Security Cutter Large (WMSL) National Security Cutters (NSC).
The purpose of this position is to validate contract compliance through Acquisition Oversight and to facilitate team cohesion as an integrated product team (IPT) member during the entire ship's construction by identifying, tracking, and maintaining visibility of existing potential problems impacting the ship's engineering design, procurement, construction, testing, trials, outfitting and delivery.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. You must obtain and maintain a secret security clearance. Relocation expenses are not authorized.
As a Production Controller, your duties may include:
Coordinating, monitoring, and expediting the efforts of the Project Resident Office Gulf Coast (PROGC) throughout the ship construction period focusing on events necessary to assure timely assigned ship delivery.
Validating contract compliance thru Acquisition Oversight by identifying, tracking, and maintaining visibility of existing and potential problems impacting the ship's engineering design, procurement, construction, testing, trials, outfitting and delivery.
Performing reviews of the Integrated Master Schedule (IMS) to validate that contract activities and schedule variances are being managed effectively by the shipbuilder.
Developing and providing management reports, briefings and presentations to the Production Division Lead (PL), Waterfront Director (WFD), and the Program Manager's Representative (PMR) and other personnel detailing the status of technical problems, industrial work, logistic support and cost/schedule issues.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
